JOB SUMMARY:

 

The mission of the National Finance Center: To design, develop, implement and operate, cost-effective, financial, administrative, and management information systems and services supporting missions of the USDA and its customers.

Current vacancies are located in the Office of Chief Financial Officer, National Finance Center (OCFO/NFC), Government Employees Services Division (GESD), Web Applications Directorate.

This vacancy may be used to fill additional similar positions in OCFO, New Orleans, LA (includes COD, ACFO-FS, and NFC).

The purpose of this position is to resolve software application problems in compliance with established IT standards, policies and authorized application approaches.

As an IT Specialist (APPSW), you will be responsible for the following:

* Analyzing functional specifications and translating them into applications that automate business processes.

* Developing functional requirements and specifications for application development, and programs involving software, system components, or services in support of a user community with individuals in more than one organization or program.

* Developing the data and test case scenarios associated with acceptance tests in an implementation or maintenance environment.

* Managing frequently shifting work request priorities to design, program, test, modify, refine, and integrate a related group of software programs with shared data and attributes.

* Answering inquiries and participating in meetings or discussion on issues or revisions to existing programs or new program development. 

* Developing the job control language (JCL) or scripts required to process the program or series of programs in both test and production environments.

* Following the Software Development Life Cycle (SDLC) methodology requirements to develop all required documentation and IT material.

You must have Information Technology related experience which demonstrates proficiency in each of the following competencies:

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:

You must have one year of specialized experience equivalent to the GS-11 in the Federal Service as an Information Technology Specialist (Applications Software) that involves developing large scale, complex, enterprise-wide application systems. This experience must include constructing and implementing software applications written in Microsoft ASP.net in an object-oriented and relational database environment, such as DB2 and Oracle.  This experience must also include responsibility for all phases of the development lifecycle, including Configuration Management processes and tools. Applicants should include detailed examples of testing procedures utilized in their resumes.

The following Quality Ranking Factor has been identified for this position. This is a quality ranking factor that could be expected to enhance significantly the performance of the applicant in the position.

Applicants must have met the Specialized Experience requirement within the last 2 years and have had a minimum of 7 years total specialized experience.

Applicants who do not meet the Quality Ranking Factor will not be disqualified, but may not be considered as part of the highly qualified pool of applicants.  You must provide verifiable proof of this experience in your resume.

  * Skill in developing large scale complex enterprise-wide application systems.
