Environmental Protection Specialist at New Orleans

Job Description

ENVIRONMENTAL PROTECTION SPECIALIST - Contract Opportunity - New Orleans
The primary objective is to provideservices for environmental Hazardous waste management for the Environmental Department of Naval Air Station Joint Reserve Base in New Orleans, LA.

SPECIFIC DUTIES INCLUDE:
Provides regulated (i.e., hazardous, non-hazardous, universal) waste disposal services to tenant commands, military vessels, contractors, and other environmental professionals to ensure compliance with the installations Large Quantity Generator (LQG) status and Part B Hazardous Waste Storage Facility (HWSF) permit. Disposal services include assistance in identifying, collecting, processing, handling, stabilizing, neutralizing, packaging, labeling, transporting, storing, and consolidating, and/or separating nonhazardous and hazardous waste in preparation for disposal. Performs daily inspections of the hazardous waste facility and waste accumulation and storage sites in accordance with established procedures and instructions. Inspections include: verifying site documentation including storage tracking forms are properly and accurately completed; visually inspecting all waste containers for structural integrity, leakage or other indications of deterioration; ensuring proper hazardous waste and non-hazardous waste identification on containers; and safety equipment is properly functioning."
Use MSDS and waste profiles to identify and characterize routine, non-routine, and unknown regulated wastes that are turned over for disposal.
Visually inspect regulated waste containers for structural integrity, identification markings, and correct labels.
Open containers and visually inspect the regulated waste inside the container to ensure waste matches the description on the label, MSDS or waste profile. If improperly labeled or containerized items are found the contractor shall re-label or recontainerize to bring the items into compliance.
Load and transport containers to on-base permitted storage facility. Ensure chemical compatibility of the shipment and segregate chemicals by hazard class and load accordingly.
Consolidate wastes when permitted and transfer to other containers as required. Perform inspections of 90-day regulated waste accumulation areas, satellite site accumulation areas (SAA), and the Part B HWSF to ensure compliance with LQG regulations and the Part B HWSF permit requirements.
Respond to OHS spills and ensures notification to proper response authorities in accordance with installation instructions.
Determines appropriate PPE, tools (i.e., spark-proof for flammables, plastic for corrosives, etc.), types of containers and labels, and remediates the spill.

Job Requirements

The primary purpose of this job is to provide technical support for the management of regulated waste (i.e.,hazardous, non-hazardous, universal) at the Naval Station Mayport Part B Hazardous Waste Storage Facility (HWSF) where operations are regulated under the stations RCRA/HSWA permit.

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED

EXPERIENCE REQUIRED:
Experience working at a RCRA permitted Part B Hazardous Waste Storage Facility, performing regulatory inspections at a Large Quantity Generator (LQG) of hazardous waste site, preparing regulated waste for shipment and disposal at an off-site TSD facility.

CERTIFICATES/LICENSES REQUIRED:
Current (dated within the previous 12 months) training certificate for the 8-hour annual refresher classes for:
Resource Conservation and Recovery Act (RCRA), also referred to as Hazardous Waste management training; and
Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standard, also referred to as HAZWOPER training.
Current (dated within previous 3 years) training certificate for the 8-hour refresher Department of Transportation (DOT) class.
Forklift Operator license.
Drivers license.

PHYSICAL REQUIREMENTS:
Must be able to pass a physical and be certified fit by a physician (using the attached Certificate of Medical Examination US OPM Form No. 3206-0250) to perform the following activites: Heavy lifting; moderate carrying; reaching above shoulder; kneeling, bending, climbing; and have the ability to distinguish colors and shades of colors.
Must be able to wear a respirator, protective clothing, hearing and eye protection. Contractor shall be fitted for a respirator at their own expense using the attached Certificate of Medical Examination US OPM Form No. 3206-0250. Contractor must be able to work in tight spaces; work in excessive heat and humidity; and around dust, noise, fumes, and machinery.
Requires moving, staging, stacking, loading, unloading, and transport of waste containers that requires the use of a government forklift and government stakebed truck. Waste containers require offloading from afloat commands and sometimes need to be quickly moved off the pier or loaded into larger transport containers.
Shore-based commands require assistance to relocate pallets of regulated waste to/from storage sites.
