The Alexandria VA Health Care System is seeking a Chief of Engineering Service who will be responsible for the maintenance, operation of utilities, biomedical repairs, fire department, and the grounds & transportation section that will support the mission, vision, and guiding principles of the health care system.

The Chief, Engineering Service has final decision-making authority, responsibility and accountability on issues affecting Engineering Service. He/she collaborates with operations and program managers to ensure integrated goals and priorities for Engineering are met. He/she also works closely with peers in other Services to meet their needs as internal customers and the needs of external customers as well. Incumbent is knowledgeable of overall VISN and Medical Center goals, missions, and priorities to assure a positive impact on other programs and resources.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
Specialized Experience:
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, staffing, budgeting, developing and effectively managing the total Engineering Program. Managing all planning, designing, and supervision of project renovation, modernization, and contstruction work; all maintenance and repair of buildings, grounds, building service equipment, utility systems and personal property; and the Biomedical Engineering Program.
IN ADDITION TO MEETING THE SPECIALIZED EXPERIENCE ABOVE, THE APPLICANT MUST ALSO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR THIS OCCUPATIONAL SERIES (0801).
Education and/or Experience:
(1) Bachelors degree: Professional engineering. To be acceptable, the curriculum must: [a] Be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR, [b] Include differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: [1] statics and/or dynamics; [2] strength of materials (stress-strain relationships); [3] fluid mechanics and/or hydraulics; [4] thermodynamics; [5] electrical fields and circuits; [6] nature and properties of materials (relating particle and aggregate structure to properties); or [7] any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
(2) Combination of education and experience: College-level education, training, and/or technical experience that furnished: [a] a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and [b] a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering.
DEFINITION OF PROFESSIONAL ENGINEERING EXPERIENCE: The professional engineering experience required is defined as nonroutine engineering work that is characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.
Professional knowledge of engineering is defined as the comprehensive, indepth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year professional engineering curriculum leading to a bachelors degree, or the equivalent.

English Language Proficiency. Supervisory General Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
