Workforce Management Support Specialist

JOB SUMMARY: Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army. About the Position:The New Orleans District provides for navigation, flood and hurricane protection, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. The offices are located in a modern energy efficient building in the Uptown area of New Orleans overlooking the Mississippi River. There is a child care center and a fitness center on the premises as well as free employee parking. DUTIES:Back to top Serves as a Workforce Management Support Specialist, as the principal assistant to the Division Chief and Assistant Division Chief on matters pertaining to the Divisions position and organization structures, manpower allocations and workforce management activities to support the organizations overall human resource management (HRM) responsibility.  Provides administrative support and assistance to the Divisions managers and supervisors in facilitating the performance of their employee management responsibilities.  Acts as the Divisions primary liaison with the New Orleans District Civilian Personnel Advisory Center (CPAC).  Facilitates the accomplishment of workforce management and official structure change activities, to reduce the need for correction and resubmission of HRM actions and transactions. GS-07
To qualify for the GS-07 level, applicants must possess 1 year specialized experience equivalent to the GS-05 level. Specialized experience is defined as performing and coordinating various clerical (i.e., maintaining, distributing, typing, filing, copying documents) and administrative services (i.e., preparing standard operating procedures; furnishing instruction; preparing documentation; resolving inquiries) in support of office functions such as budget, financial management, timekeeping, records management, human resources management, automation, travel, training, and property accountability.  GS-09
To qualify for the GS-09 level, applicants must possess 1 year specialized experience equivalent to the GS-07 level. Specialized experience is defined as applying established personnel policies and procedures to workforce management related activities such as: coordinating human resources matters including creating Requests for Personnel Actions; managing a variety of funds including overseeing travel and award budgets; determining operating requirements for a variety of functions such as travel, leave, supply and personnel matters; applying regulations and policies to actions related to human resource management, and conveying information to managers.
You will be evaluated on the basis of your level of competency (knowledge, skill, and ability) in the following areas:
• Human Resource Management Support
• Office Management
• Automated Financial Management Systems
• Office Automation
• Administrative Support
• Training Coordination
 
Time-In-Grade requirement must be met not later than 30 days after the closing date of this announcement.
Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent). For the GS-07, must have 52 weeks of Federal service at the GS-05 level (or equivalent).  For the GS-09, must have 52 weeks of Federal service at the GS-07 level (or equivalent).

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-07 LEVEL: Bachelors degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements.)  Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.
 
Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1.  Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2.  Grade-point average (G.P.A)-Applicants must have a grade-point average of:
  a.  3.0 or higher out of a possible 4.0(‘B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  b.  3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Masters or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
 
COMBINING EXPERIENCE AND EDUCATION: If you do not qualify based on experience or education alone, you may be able to qualify based on a combination of your experience and education. Follow the directions below in order to convert each to a percentage, and then add the percentages together to see if they total 100 percent. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.  To calculate your percentage of graduate education, divide your number of graduate semester hours by 18 semester hours or 27 quarter hours.  NOTE: only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify for positions at the GS-09 level.
