Budget Analyst at Belle Chasse

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013.  An employee in this position MAY be subject to furlough.  If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position. 

 

You could experience the best of two worlds by taking advantage of the opportunity to become a Citizen Soldier in the United States Army Reserve Military Technician Program.  As a Citizen Soldier, you are employed by the Department of Army as a civilian working a normal full-time workweek with all the benefits available to a Federal service employee to include health and life insurance, retirement and Thrift Savings Plan, and accrual of leave (annual, sick and military).  When duty calls, you can proudly put on the uniform as a military service member of the United States Army Reserve and receive the pay and benefits associated with the military assignment.  As a member of the United States Army Reserve, you are required to perform military duty one weekend a month and at least fourteen days a year of annual training. In your civilian position, you perform work in direct support of the US Army Reserve in an administrative, professional or maintenance related position.  As a US Army Reserve Military Technician, you are a vital link in the chain of command of the United States Army Reserve and civil service, working with professionals like yourself at locations around the world or as close as next door.  As a civilian Military Technician you are one of the most important keys to combat readiness; as an Army Reservist you have the opportunity to perform military duty to defend and to serve your country by performing military duty when needed.

About the Position:

The unit is located in Belle Chasse, LA at the BelleChasse Joint Reserve Base on the West Bank across the Mississippi River 16miles south from New Orleans.  Theinstallation offers a dining facility within walking distance and otheramenities to an Active Installation. Both public and private schools are within reasonable distance from thebase.  Private schools charge $1,500-$2,800per child per semester.  Higher educationis widely available.  There are plenty ofrecreational and leisure activities in the area.  The New Orleans International Airport is 32miles from the unit and limited carrier service is available to some parts ofthe country.

The duties of this position include:

•Utilize Web-based resource planning systems to track and analyzed budget data.
•Utilized budgeting techniques, such as linear regression models, cost-benefit analysis, standard deviation formulas, or activity based costing to revise budget estimates.
•Evaluate programmed distribution of available funds against mission and workload objective to ensure proper balance of funds distributed in support of mission requirements.
•Develop funding forecasts and estimates needed to support programs for which responsible and prepares narrative justification to defend budget.
•Advise management on the interpretation of the impact of and planning for multi-year financial or budgetary and program changes to ensure they stay within required budget limitations.
•Prepare budget proposals to submit to headquarters for approval.
•Formulate budget guidance to ensure compliance with rules and regulations.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GS-11:

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Developing guidance on budget requirements,identifying and analyzing trends using the General fund Enterprise businessSystems (GFEBS), analyzing and interpreting United States Army Reserve (USAR)budget estimates and obligations, resolving budget problems to develop andadminister budget execution plans for serviced activities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

•Ability to Analyze Budget Data
•Skill in Formulating a Budget
•Ability to Execute a Budget
•Ability to Communicate in Writing
•Ability to Advise, Negotiate, and Coordinate Budget Requirement

  • To qualify at the GS-11 using education, you must possess a Ph.D., or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M, degree from an accredited college or university (Note:  You must attached a copy of your transcripts.)

If using education to qualify, such education must be related to the position and demonstrate the knowledge, skills, and abilities necessary to do the work.

 

FOREIGN EDUCATION: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

 

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions above.

This position offers a $3000 recruitment bonus to individuals who are newly appointed as civilians in the Federal Government.  You are considered newly appointed if this is your first appointment as a civilian employee in the Federal Government or if you have a minimum of a 90-day break in service from a previous Federal civilian position.  You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited, or not permanent, appointment.  Your recruitment bonus will be made in two payments.  You receive the first payment when you enter on duty, and you receive the second payment on your first anniversary.  To accept this recruitment bonus, you are required to make a two year service obligation to the Army Reserve Military Technician Program.

 

Moving expenses will NOT be authorized, subject to the provisions of the Joint Travel Regulations (JTR).

 

New Army Reserve Military Technicians may be authorized moving expenses to their first official duty station.  To be eligible to receive moving expenses, you must be a newly appointed Federal civilian employee or have a minimum of a 3 day break in service from previous Federal civilian employment.

 

Failure to provide all of the required information as stated in the vacancy announcement may result in an ineligible rating or may affect the overall rating.
